This tut is my own creation and any resemblance to the work of others is unintentional.
The difficulty level of this tut is intermediate.
You should a working knowledge of PSP and it's tools.
Open your Old Tower image in PSP. If using your own image it should be approximately 415 X280. Promote to raster layer and rename 'scenery'.
Add a new raster layer and flood fill with black. Reduce the opacity to between 50-60. We are looking for a nighttime effect.
Add a new raster layer, rename 'lights'. Click on your brush tool using the following settings.
On your Material Palette, change the foreground/stroke color to #efd529.
Add a new layer, rename lights. With your brush, add lights to your lamp posts.
(to add lights to the distant posts - reduce your brush size to 4
Go to Image, Add Borders, as follows. Use the Color #4a2412.
With your magic wand select your border. Go to Effects, 3D Effects, Inner Bevel, use the following settings....
DO NOT DESELECT
Go to Selections, Selection Invert. Go to Effects, 3D Effects, Cutout. Use the following settings....
Deselect.
Minimize this Image for later.
Open a new transparent image 600 X 600. Flood fill with #3e4451. Go to Effects, Textures, Blinds, use the following setting and the fill color #20272f.
Go to your minimized image, copy and paste it onto your new graphic. Paste as a new layer. Rename lamppost. Click on this layer and resize as follows.
Be sure all layers is NOT checked.
Copy and paste your champagne tube and place it wherever you want it. I mirrored my tube but this is up to you. I also wanted the color, deeper and richer, so I went to Adjust, Brightness and Contrast, Brightness/Contrast with these settings....
Copy and paste your lace as a new layer, rename lace. Resize as follows...
I colorized my lace, if you choose to do this, Go to Adjust, Brightness & Contrast with the following settings...
On your layer palette, duplicate the lace layer, rename 'lace bottom'. Go to Image, Flip....this puts in on the bottom. Go to your original lace layer, click and duplicate, rename this layer 'side left'.  Go to Rotate, Free Rotate as follows...
Move the lace to the edge of the image. On your layer palette, duplicate this layer, rename 'side right'. Go to Image, Mirror. You should have lace all around the image.
To add text to your image, Click on your text tool, with the following settings
Go to you Material Palette and change the foreground/stroke to #67201d and the background/fill to pattern and find 'donnak - bkg 301922' in the drop down window.
Type out your desired text. Arrange your text.  Go to Effects, 3D Effects, Inner Bevel with the following settings....
Add a drop shadow with the following settings.
When you are satisfied with the placement of your tube, lace and text, Go to Image, Resize 85% - Be sure ALL layers are checked.
Go to Image, Canvas Size, use the following settings.
You should see this....
Select your Erase tool with the following settings...
Click on your lace layer, remove the lace overhang.
Click on your copy of lace layer, remove the lace overhang.
Change your Eraser settings to as follows...
Click on your copy 3 lace layer, remove the lace overhang.
Just a 'picky on details' note - I like the look of the lace edges, if you want this look also, use your move tool on each lace layer to expose the edges or move the lace toward the center for smooth edges.
Go to your Crop Tool - click on "merged opaque", then click on the check mark.
Your done!!!

Still on your champagne layer, resize 80%, be sure ALL layers is NOT checked. Add a drop shadow to your champagne, as follows....
Click on your copy 2 lace layer, remove the lace overhang.
Place your tubes in your tube folder, save the "Old Tower" to your hard drive and put the pattern in to your pattern folder in PSP.
